'Drunken Fist' was initially designed to cost a different chakra than Taijutsu, but since that idea was inconsistent with the anime, it was decided to make that skill cost random chakra with a reduced damage. As this proved to be unhealthy for the game, the skill is being changed to a specific cost. Bloodline could have been chosen in this case, but I believe Tai/Gen would better fit Drunken Lee's skill set. This isn't the first time a character's skill cost has been inconsistent with the anime to fit into the roster of characters. We could use Shikamaru's skills or Rin's Pit Trap as an example, so I hope everyone understands that.
