Balance Update 1.2.5

Hello everyone,

Not much to say. Small balance update to slow down the current META. Later this month, we still plan to release a Balance Update focused on characters from the post-Major Balance list that are not performing well.

Also it's good to remind that characters that haven't received a Major Balance (and that are not recently released characters) won't receive any changes in future Balance Update (or at least not significant ones) as they will eventually go through a Major Balance in the future.
