Balance Update 1.7.1

Hey everyone!

This is a small balance update bringing some nerfs related to the latest Major Balance 1.7.0.

We've brought some forgotten characters into the META, as a result, new teams have started to show up on Ladder. Now it's time to make room for other characters to appear, while also making the Ladder a bit healthier overall.
